I may not be interpreting the news correctly, but it sees that most crimes are being committed by people who have already been convicted for crimes they have committed in the past.
IF that is true, is there a problem with early release and insufficient prison sentences?

Punishment is not severe enough. Criminals know that they will get a slap on the wrist, so the just keep on keeping on.
